Crisis Management and Public Sector Resilience in Basilan Province: A Case Study of the Post-Pandemic Response
This study contributes to the understanding of post-pandemic recovery in vulnerable regions by examining the case of Basilan Province, Philippines. Using a qualitative case study design, the research explores the public sector's response to the post-COVID-19 environment, analyzing implemented strategies, ongoing challenges, resilience factors, and lessons learned. Data sources included semi-structured interviews, document analysis, and focus group discussion. The findings reveal a complex recovery landscape where proactive strategies across multiple sectors are counterbalanced by persistent challenges related to funding, infrastructure, capacity, and social equity. The study highlights the crucial role of local context, particularly the interplay between community resilience (demonstrated through bayanihan), adaptable leadership, and external factors such as geographical isolation and the digital divide. The research underscores the need for context-specific, long-term investments in resilience-building, emphasizing inclusive development, strengthened local governance, and strategic digital transformation to effectively address the enduring impacts of the pandemic and enhance preparedness for future crises.
