Design of a Geographic Information System (GIS) as the Basis for Route Determination in an Autonomous Electric Vehicle Navigation System for Persons with Disabilities at the University of Surabaya Ketintang Campus

Ketintang Campus of State University of Surabaya (Universitas Negeri Surabaya), as a platform for education services, has a large area and complex road route which is regularly accessed by not only students and lecturers, but also people from various backgrounds, including persons with disabilities. Persons with disabilities are often neglected, especially when it comes to being provided with accessible public spaces for them. As a public facility, State University of Surabaya, Ketintang Campus needs to provide information services that can ease the access road for persons with disabilities, for instance by providing route navigation that can be used by them. This approach can be obtained by using Geographic Information System (GIS) which is integrated with a device that can be placed on a vehicle. The use of Geographic Information System (GIS) is able to produce spatial data of navigation routes which automatically can be used as information providers for persons with disabilities when they visit certain locations within the area of State University of Surabaya, Ketintang Campus. The aim for this study is as follows: create a regional mapping plan in the area of State University of Surabaya, Ketintang Campus using Geographic Information System (GIS) as the basis for determining the route in the electric vehicle autonomous navigation system for persons with disabilities. This study is using qualitative methods with the implementation of Geographic Information System (GIS). The data processing with GIS is done by using software such as ArcMAP 10.4, ArcCatalog 10.4, Google Earth Pro, Adobe Photoshop CS3 and Relive to obtain the data and process the data into a map. The route given by the network analyst shows the optimum route is placed in the centre, with the Faculty of Social and Politics Studies as the starting point, and then moves to the west towards the Faculty of Vocations, then heads south towards and passes the campus cafeteria and Faculty of Mathematics and Science which then moves and forms branches to the south and east towards the Faculty of Engineering, and then from the branch on the Faculty of Engineering route, it heads to the north towards the Faculty of Law and Faculty of Economics and Business and goes back to the starting point at the Faculty of Social and Politics Studies.
